这份指南是什么? / What is this guide?
《3-6岁儿童学习与发展指南》是中华人民共和国教育部于2012年9月发布的国家级幼儿教育指导文件。它面向幼儿园教师与家长共同使用,从健康、语言、社会、科学、艺术五大领域出发,描述3-6岁幼儿"应该知道什么、能做什么、大致可以达到什么发展水平"。
Issued by China's Ministry of Education in September 2012, the 《3-6岁儿童学习与发展指南》 (Guidelines for the Learning and Development of Children Aged 3-6) is the national statutory framework for early childhood education across mainland China. It speaks to kindergarten teachers and parents jointly, describing across five domains — Health, Language, Social, Science, Art — what 3- to 6-year-old children typically know, can do, and may develop toward.
重要前提 / A guiding principle the framework names explicitly
在《说明》部分,指南明确写道:
切忌用一把"尺子"衡量所有幼儿。
"Must avoid measuring all young children with one 'ruler'." The framework is explicit that the age-band descriptors are reference expectations for adults — they are not pass/fail checkpoints for children. The guide elsewhere prohibits 拔苗助长式 (literally "pulling sprouts to make them grow") accelerated drilling and warns against narrow pursuit of knowledge-and-skills at the expense of 学习品质 (learning dispositions).

按照框架自身的指引,我们将《指南》归类为"机会提供型"教育框架 (opportunity-provision):教育建议描述的是成人为孩子创设的机会与环境,而非 需要在孩子身上勾选的成就指标。
Following the framework's own self-description, we classify it as an opportunity-provision framework: the educational suggestions describe the opportunities and environments adults set up for the child, not achievement boxes to tick on the child. On the milestone pages you'll see "opportunity" / "encounter" language rather than mastery-progress bars. Each construct is treated as an exposure marker — was the child given the chance to encounter this experience? — with optional integration signal observed downstream when present.
这种分类与同样属于东亚教育传统的韩国 Nuri 课程 (2019) 以及北欧的芬兰 VASU 课程 (2022) 一致 — 都强调成人为孩子创造体验机会,而非测量孩子的达成度。
五大领域 / The five domains
- 健康 — Health (3 sub-domains, 9 goals): physical and mental wellbeing, motor development, daily habits and self-care.
- 语言 — Language (2 sub-domains, 6 goals): listening and speaking, reading and writing readiness.
- 社会 — Social (2 sub-domains, 7 goals): interpersonal interaction, social adaptation.
- 科学 — Science (2 sub-domains, 6 goals): scientific inquiry, mathematical cognition.
- 艺术 — Art (2 sub-domains, 4 goals): perceiving and appreciating, expressing and creating.
