What is HK FHS Developmental Surveillance?

Hong Kong runs a free, government-operated developmental surveillance system for every child from birth to age six. It's delivered through the Family Health Service of the HK Department of Health (衞生署家庭健康服務), via the network of Maternal and Child Health Centres (母嬰健康院) that every family in HK has access to. The clinical surveillance booklets — H1–H3 modules plus the per-age HX_cd1–8b booklets, injury prevention guides, and Health Watch sheets — form the substrate of what nurses, paediatricians, and parents look for at each scheduled visit.
